The first two invasions were testing the waters, scouting out the Federation's technology, weapons capabilities, etc. The events of the Voyager finale all but decimated the Borg, and the threat level of the federation shot up the list.
That's a clumsy summary. I used to love Star Trek fiction: they were light and fluffy, and I could tear through a novel in an afternoon, but it was never really about retaining plot details.

That was destiny, it also had some stuff with the NX-02 Columbia about the creation of The Borg. It was one of those Enterprise, Titan, and I think Ezri Dax's Aventine crossovers.
