I always thought it was based on handicap. At least that's what many scorecards suggest. That's how my mens league does it, and you can, and do, end up playing opponents from different tees.

We also do it by age though, which is stupid when you have a 70 year old 5 handicapper that can still hit it 275.

For regular games it's fine for seniors to play shorter tees even if they're good golfers, but when it's matchplay it should just be handicap (in my opinion).
