I'm guessing Biden was hoping that someone would rise up and take over, but that hasn't happened. Harris hasn't really built up a following. Bernie isn't a good gamble, and is just as old. The progressives seem to have demonized Pete and Klobuchur for whatever reasons.
With Trump running again, I think Biden sees it as his duty to run if he is the best bet to keep Trump out.
