It's not the same thing because city budgets don't operate with a savings plan. They spend what they take in because that is the mandate. Taxpayer money should fund public projects. This isn't some sort of university endowment. They are obligated to spend the money taken in from taxes, otherwise they could not justify having the tax rate that exists.
