They have a ready made team, gambling on a rookie and the extremely high cost it would take to get into the top 2 (assumption that Stroud and Young are the only day one starters) wouldn't go over well. And even though Rodgers looked washed last year, he needs to basically play at a replacement level and the Jets are a playoff team. If he rebounds to anything close to his normal level they'll be contenders.
