Pay what price? Intentionally ice a bad team so you can have a lottery ball chance at drafting a mcdavid or matthews? What happens when the lottery ball doesn't come through? How would you ensure that your drafting high next year? Should they trade Wolf now and don't ask for any really good players in return because he's not getting you a Makar or Matthews. And while you're doing that, somehow convince players that this is the place to be.
Pretty hard to plan on sucking, win the lottery and make the team look desirable.
