Yes. That's one of the reasons you need permission from the city for a driveway, since it is on city land. That area also often contains utilities, buried cables etc(some very shallow!). So don't ever do anything in that area. It also makes it more logical that the parking space in front of your house isn't yours, it's technically in the middle of city land, not just next to yuor property.

I was aware of the concept of utility right of ways or those sections on the other side of a sidewalk that was city land. I didn't know there were such things like setbacks that went past the curb.
