The $10K thing is tree protection bylaw for public trees on land owned and controlled by the city. It doesn't apply for trees growing on private property.
The weird thing is whether that corner is considered by the city to be controlled by the city.
And then since it's on your lawn, how does anyone know it's a city tree? If you told an arborist to do work on it and they showed up and did work to clean it up a bit, if you paid out of pocket, who would even know and/or care?
Sucks to be in your situation though.
