The A's have been talking about going there or San Jose before the Golden Knights were ever a thing.
I don't think MLB wanted them moving again but it dragged on for so long (and with the NHL and NFL already there), that they're fine with it at this point. The site they chose has no room for parking though, and apparently it's only going to seat 30,000.
Also, I have heard that they didn't want to allow any more expansion teams before the Oakland/Tampa Bay stadium situations are resolved.
