The way it stands it really feels like Sutter won the power struggle, which giving him the extension before Treliving never made sense and IMO contributed to the issues this year.
In the end the issue I think that remains is that Edwards does not give his GM autonomy to do their job - and in the end I bet that is the reason Treliving didn't want to re-sign.

I think the timing of their existing contracts was unfortunate. They purposely only gave Sutter 2.5 years initially - that’s a very short contract for a HC. And he won the Adams in year 1 (not counting the end of the half season), so they were almost forced to give an extension, and 2 years is as short of an extension as you could imagine in that situation. I think at the time, Treliving and Sutter were not at odds and they even figured on Gaudreau and Tkachuk likely extending (IIRC the Sutter extension was before those two decided to leave). I think the team in that situation thought Treliving would extend sometime in the last season.
