Picard wasn't that old though? If Picard was supposed to be the same age as his actor, he wasn't even at actual middle age for the current life span of average humans in Nemesis (120+ years). He was more likely to get a promotion than age out and was and had demonstrated that same streak as Kirk (pass on promotion out of the chair as much as possible) as seen by Janeway reaching admiralty before the decade plus captain of the Flagship.
Patstew's hair line always made Picard feel older than he was.

Patrick Stewart was 47 when TNG started but it was established that Jean Luc Picard was 59 during season 1. Roddenberry wanted to show that people in the 24th century were physically fit well into their 70s.
