This is actually true if it can be proved that the person who did the ripping did so either with the intent "to endanger the life or cause bodily harm" (imprisonment up to 14 years) or with the intent to "aggrieve and annoy" (imprisonment up to 2 years).
If someone deliberately farts on you in Canada, they could go to prison for up to 2 years.
