I wonder how many of those big foreign aid packages end up gettin passed around from "charity" to "charity" while the executives at those charities whittle the funds into bare scraps before they end up helping anyone. We hear about these types of big funding packages all the time, but it's exceedingly rare to actually get details on how they are spent or the net impact, its always something like "$200M to fight hunger in some 3rd world nation" then you never hear a peep about it again. Trudeau tripled the national debt in just a few years handing out massive funding packages with little oversight, it's conceivable he's made himself a billionaire just from looting the taxpayer, he'd only have to personally recover ~0.1% of the debt he has incurred to make $1B.
