I think incarceration is a must here and they have to earn their way out through sobriety and rehabilitation. And for some, they'll probably never leave and will end up transferred to a mental institution. Is that cruel? I don't think so. It's better than letting them flounder in Rapesville Stabcity Tentown by the river.

Yeah I think we need to stay away from the "concentration camp" lingo, but I am aligned with the view point. IMO putting up a fence around it is a step too far, but my solution of making it geographically difficult to reach is the same without a physical fence.
I agree with the comment a few pages back- the real problem with this scenario becomes staffing. Not only acquiring enough staff, but instituting proper and rigorous oversight to avoid massive taking advantage that's inevitable.
But I think they don't have to be nice places to end up... you kind of want there to be some level of threat to not going there.
