Yeah, but that's what needs to happen.
I think you say 'concentration camp' and people envision emaciated people and gas chambers, but I'm not talking about that.
I think incarceration is a must here and they have to earn their way out through sobriety and rehabilitation. And for some, they'll probably never leave and will end up transferred to a mental institution. Is that cruel? I don't think so. It's better than letting them flounder in Rapesville Stabcity Tentown by the river.
