I agree with the unbolded, but the bolded assumes that moving homeless people to less congregated areas makes them disappear. There are no better accommodations, it is a tent in a tent city or a tent anywhere else. these people will still be infront of businesses, taking up emergency services and tax funds.
I get that tent cities are dangerous places where criminal activities happen, but forcing people to disperse does nothing to solve the problem of homelessness. It is like giving a car a paint job after it has broken down. It is a cosmetic solution.
