I hear you, but 100 cops to arrest these guys to put them in jail for a night or two doesn't do anything, either. So if we have the cops, that's step one, but I don't get what step two is since we have nothing in place to incarcerate these people until they're clean and contributive. Feels like we're going to pay 100 guys $100k/year to shuffle the problem two days down the road in perpetuity. I just don't get what we'll achieve since after the cops arrest the people the people are just back out there doing their thing again days (or hours) later.

You present a good idea, the problem is that most people will say it’s great and then not want to pay for it and not want it near them. So, they get to claim they want something done about it, but just nothing that actually impacts them in any way whatsoever, even if that impact is overall lower than the impact of doing literally nothing.
It’s the way.
