I think the more significant thing is that a Canadian team hasn't won in the cap era. The draft is a lottery, but when established star players will sign with your team for less money (or refuse to sign with any other team), it's an advantage that's almost impossible to overcome. And in the past 3 years, the Cup winners have also been able to take advantage of LTIR, placing highly-paid players (funny how it's never the players on league minimum) on LTIR and acquiring replacement players who they couldn't otherwise fit under the cap and then play both the injured players AND their replacements in the playoffs.
