After losing to Data at Strategiem, Doctor Kolari was disgraced. He lost his job, his wife left him and took the slugs . . . err children. He was lampooned in the Federation times. A new phrase was invented, "You got Kalari'd.
But Kolari bided his time. He plotted his revenge and slowly implemented it.
When he found out that Picard became an android he swung his play into motion. You see he is an expert of Strategiem. He stole the portal weapons and attacked the recruiting center to create a threat. He hired the bounty hunter to go after Jack, he paid a troop of changeling actors to attack Starfleet.
He knew all he had to do was get Picard to discover Loredatalar whatever and break him out.
He plotted well on this the galaxies biggest board game if only to draw Data into a rematch of Strategiem, where this time Kolari will be ready for Data's passive game.
