If I understand that correctly, he would report to Ontario on a "try out" before they file his ELC with the league. Then, once they file the ELC, he would no longer be eligible to play in the AHL.
I don't think any team has ever done that before with a college player, so we'll see if the league accepts it.
It makes sense from their perspective because he isn't likely to get in many games down the stretch for the Kings with them fighting for first in the division, but he can probably help the Reign win a couple as they jockey for playoff position.
