So as not to bump an old thread, I will post this article from The Line here.

Basically - the NHL could and should fine those players who are not taking part in any program that is meant to help grow the game - with Pride nights at the top of the list.

How the NHL can really signal it cares about gay rights

Yes, $5,000 fine is a joke, but at least the NHL could say "we are doing the maximum." I don't think the NHL can suspend a player for not participating.
