She should have been recognizable to any Mandalorian. The Armourer recognizing her doesn't necessarily mean anything.
On the other hand, the Clone Wars series established that Bo and her sister Satine had a nephew, which means they must have had at least one other sibling. It's possible the Armourer is Bo's sister or niece. She could also have worked as an armourer for the royal house at some point before the fall of Mandalore.

So that's an interesting through. Satine's nephew was a boy named Korkie (yeah lame name for a Mandalorian. He helped Ahsoka uncover corruption in Mandalore's government.
I love the idea of a royal armorer, but under Satine, there wasn't armor being made except by Death Watch.
And yeah, Bo would have been easily one of the more famous Mando's left and easily recognizable.
