That's a very slanted and uninformed article. The reason VW was threatening to pull from Europe without subsidies is because of the IRA passed in the states. Canada falls within that American subsidy scheme so I'm not sure they'd need to "pony up billions" comparatively.
Here's some other reasons that make it very attractive to VW to go to St Thomas:
1) near other vehicle assembly plants meaning the infrastructure is in place to move the vehicles
2) cleaner electricity grid than most places. This is a big ask from battery makers now
3) nearby population centers with an abundance of skilled labour
4) nearby raw materials and other battery plants so costs for moving inputs is lower
