Didn't the NDP base a budget or two on $70 Oil when it was projected to trade way lower than that ?

Alberta’s budget is based on an average West Texas Intermediate (WTI) crude price of US$50 a barrel for fiscal year 2015-16, US$61 for fiscal year 2016-17 and US$68 for 2017-18. On Wednesday, WTI closed at US$45.94 in New York.
