Sounds like a transistor got cooked inside the fan when it shorted out, don't throw it out though as there also could be a reset circuit inside that protects the board from frying, if you can get it apart,follow the hot wire and see if there's small thermostat between the exit wire and the board, it will have a small "dot" you need to press in with a paper clip to fix, plenty of items now have these including microwaves, coffee makers etc. I almost threw out my keurig when it died until I took it apart and found the easy fix.
