I see lots of things from the city and province about the dimensions of the well itself and how the window needs to be able to open and such but nothing about covering the well with a grate or something.

If these guys do it, I assume it's allowed as long as you check regularly that the grate isn't stuck in place so that someone inside would have issues escaping.
