You’d probably have a tough time finding that jurisdiction, as this looks like the same misread that’s on wikipedia (almost word for word) of the explanation given around changes of marriage law in 2015. There was “some debate” over whether the common law age was as low as 12 for girls and 14 for boys or 7 for all in some jurisdictions, but provinces have set age-related marriage laws in the mid to high teens since the early 20th century.

That said, 16 is still too low of a minimum if people can’t vote at 16.
