Austin is a large, rich, fast growing, low competition city. It seems like it would make more sense than Atlanta. Especially since Houston and Austin would be instant rivals forever.
After that, I'd say Portland, Salt Lake City, then Kansas City make the most sense.
I used to live in Quebec City. Quebec as a province is a far worse hockey market than people realize. There's a reason Saskatchewan and Manitoba each produce as many NHLers as Quebec these days, despite having a fraction of the population.
