So remember the key word here on that vote is its non-binding.
So the Committee needs to report the results to the house.
The Liberals can still say simply nah it stays in a committee, there's no requirement for a vote in the house. Its up to the government to decide to take the advice of the committee, not the house. That's what I've read, but its a as things are in government a muddled mess.
Its a bit confusing but the Liberals could call for a vote in the house, and this would all come down to the NDP on the vote, which could be a free vote instead of a whipped vote.
So realistically this is all theater.
