Justin decides to allow the Public Inquiry should go ahead. Now that its extremely broad view thanks to the NDP it'll be easy to distract from the Chinese interference or let it get lost in the backwash.
Trudeau could just deny the public inquiry, and hope Canadians have a short attention span.
He could in theory prorogue parliament, go to the budget and trigger a non confidence vote and take this issue directly to the voter.

The most likely road IMO is he’ll do what he always does when backed into a corner; hurl bigotry verdicts at those who aren’t on his side. It’s a tried and true method in terms of generating backing, so why wouldn’t he.
