On average any team isn’t going to be able to pick diamonds in the rough. Teams middling and trying to go for it without a solid foundation (ie: Brian Burke teams) are not going to be particularly good year over year. Again, gotta draft high to have the best chances of picking someone good. Still a chance it doesn’t work out but higher picks have a better chance of working out.
