A more nuanced answer is that prison is more expensive than housing the homeless, & effectively treating the mentally ill.
Sadly we live in an ideological society and an ideological province that attributes these difficulties personal attributes or lack thereof while ignoring established, tested, and entities best management to minimize the problem.
There are always reasons why people abuse substances.
