I think he has a plan. He's stocking the cupboards with whatever young assets he can get knowing that 1 out of every 3 will actually have an impact on the team. With enough quantity you will start to hit on some good players and create a new young core that will come up at around the same time, but you need a LOT of quantity to fill out a roster. Their own draft picks will serve as the cornerstone pieces since they're likely to pick top ten for the next few years.
It's not a bad strategy, but obviously lots of luck is needed to hit on some of those pieces acquired. Time will tell if it's a good plan or not.
