CapFriendly data goes back to 2015-16. According to the site, from 2015-16 to 2021-22, the Hurricanes have spent $52 million fewer dollars than the Flames on their roster ($7.4 million/season)...not to mention a significantly smaller Hockey Operations budget (the Flames having the largest stable of assistant GMs in the league for starters).

While the Hurricanes, like the Flames, have not won the ultimate prize in that time, they have:

Won 4 playoff series to the Flames' 1
Made it to 1 conference final to the Flames' 0
Both missed the playoffs 3 times
Outpointed the Flames 632 to 607 in the regular season

It is likely the Hurricanes' efforts don't win them a Stanley Cup. But obviously anyone would rather have 0 Cup wins for $40+ million less than another empty-handed Team.

I don't know how an owner can look at a peer who has spent multiple playoffs runs worth of money less than his has and be happy. If Flames' majority owner, Edwards, is as focused on cash over success as is often mentioned on this forum, he has to be pretty disappointed in our GM's efficiency over that time. Also, consider the Flames' most successful season in terms of both points and playoffs in that span came on the back of a coach who was hired by ownership after the GM failed multiple times in that regard. Looking ahead, Edwards has a Team that has partially mortgaged its future to sign largely post-prime players to egregious contracts in the GM's desperate attempt to win something - and even expended draft capital to do so. The reality is if the Flames' ownership group wants to realize success they need to implement a competent and efficient Hockey Operations group.
