The salary cap starts to level the field. But there’s still tax advantages that seem to be significant for some teams, and weather and cachet advantages for some cities.

Everywhere has different advantages. We got Brouwer because he was building a house here if I recall. I suspect you can build your team differently too based on your advantages or disadvantages. If it is harder to get players once they actually have some individual agency on where they are allowed to live, then build through the draft and try to sign them longterm after their ELC. Smart teams will do stuff like that.
