That's the administrator for USAID (Agency of International Development). Big part of its mandate is helping to support democracy in developing countries. It would be odder if they didn't make a comment on this.

Keep in mind of Nigeria's modern past, with corrupt presidents who have often just been military leaders either seizing power or rigging elections. The 1993 election was considered the most fair and least corrupt, and was subsequently annulled when the military seized power again. The 2011 election saw 100s of deaths. A (relatively) fair and peaceful election in Nigeria is still a big deal and certainly would be for an organization who has been working to try to get to that point.

Of course it's ironic because of the insurgency, but that's a failure of the rest of world's AID's for not helping the USA lol.
