They have to trade one and push the money boat out for the other. Ignoring NMCs, does Mavi to Toronto for matthews work? Matthews would leave or need trading at the end of the contract. Bringing NMCs back, all Mavi level players have NMCs and no one is going back to Edmonton.
The league is obviously concerned that this is it for peak greaserville including the smaller roster size.
