That's not as big an issue with the Commonwealth Games as the Olympics. Under recent changes, there are only two sports that are required at the CG, athletics and swimming. Beyond that, the sports presented will be determined by the host city based on local popularity and venue availability.
For example, I'd guess if Alberta hosts in 2030, Cricket won't be on the schedule because we don't really have venues for it. Other than maybe some renovations to the stadiums in both cities, the venue costs would likely not be too outrageous and there wouldn't likely be any white elephants left over after the games.
