Like most things with Flames decision making. I agree that they should, but also know the Flames decision makers won't be doing it. They lost a 1st rounder on waivers and could have lost Kylington on waivers the prior season. They are stubborn to a fault and have a (I think outdated) view of development based on the mid 00s Detroit model where guys cook until they're 23 before they get a shot in the NHL.
