It's not necessarily a bike lane, but in essence, yes.
That said, it doesn't matter if you're in a bike lane or not. Motorists will still endanger your life. Yesterday I was riding my kids to school, I'm in the bike lane and I see a semi-trailer at the front of the line at a red light, indicating he's turning right. I (wrongly) assume that he's going to wait to turn until the light turns green, so I ride up past the front of his cab to ensure that he can see me. I turn to look at him and make sure he sees me, he does, but chooses to turn right on the red anyway blocking 2 lanes of traffic and going into oncoming traffic while nearly running over me and my kids on my cargo bike. All while making hand gestures that tell me he thinks I'm an idiot.
In 99.9% of cases accidents like this are the result of drivers having undue care and attention.
