I think the problem is that the entire story of the first game is being told in only 9 episodes.

The structure of the game is kind of like "the littlest hobo" in which the main characters go from town to town on their way west and meet new characters or events in each place they go to. In many cases in the game, you'd spend hours in a location and be basically fighting nameless enemies and move on.

With the show, they are trying to flesh out those enemies whereas in the game, they were just nameless raiders a la Mad Max. Hence we are getting a lot of characters just thrown in with minimal exposition and we only have one episode to absorb them. There's just not enough time.
