Someone posted about a deal between the government and Domtar that is not public. Sounds super shady but would kind of explain it. Not sure how you would keep that quiet though.

Not really an apples to apples case. The land could have been sold to the city with the caveat that liability for remediation goes with it. If that were to happen I imagine the city had a good handle on the rem/rec costs.
I believe at lynview contamination wasn’t known when the housing development went on.
