It seems to me that the implication is that Bill being gay is part and parcel with his whole pre-outbreak attitude... his whole outlook on life, his "I don't need anyone else" survivalist mentality is inextricable from his repressed sexuality and discomfort with who he is, which is the guy Frank finds and opens up a new world for. If not for the zombie apocalypse, it's very probable that Bill would never have been happy.
This is the reason (or, well, one reason) that people who complained that having this gay romance in a zombie show was woke propaganda or tokenism or whatever are so completely off-base. This wasn't a situation where HBO or Mazin or Druckmann went, "let's make sure we include some LGBT content in this, so hey, we'll just make these two characters gay, done and done"... For the story they told to work, Bill basically had to be gay - they would have lost so much here if it had been the same things happening to a man and a woman.
