Nah, that's wrong from watching Kylington closely. Tanev really helped him become a better player statistically as he allowed him to flourish in terms of offensive puck carrying (which this team sucks so badly at). But Kylington was still an offensive, play driving D-man that was really finding his NHL game last season. He looked better with Tanev (as most D-men do) but he's a great, up and coming NHL talent. Tanev aided, he didn't make.
He's exactly what this team needs right now.
