I don't claim to understand the mentality and what the calculation is in someone's head at that moment, but I'm also not going to assume the person is stealing because of addiction issues. All kinds of people have been faced with a lot of difficult challenges in the last couple of years wrt cost of living and food inflation issues so, regardless of the morality of their choice, leading with compassion is likely a healthier approach for a community to take, rather than leading with a boot to the windshield and vigilante justice (as suggested in the OP).
