I’m not saying it gets the desired service enhancement ALL the time, but it gets a better level of service enough of the time to make it worth my while and it sure got a service enhancement from me when I was working in pubs.

I think it's just the phrasing you'd use for that is different. Here you should say "keep the change" when handing over a $20 or "ring in a $10 tip with that" to accomplish the same thing.
