I see it as a completely optional step, that nobody other than you or the cashier knows the result of, and that person is going to forget you the second you walk out of the store.
I've never given it a second thought, so found it interesting that I see it being brought up quite often, that's all.
If the guy at Subway starts yelling "Hey everyone! This guy didn't tip!" then I'd understand it a bit more
