What point are you attempting to make here? Because some of this is legitimately beneficial
parts of what could be an effective comprehensive strategy to deal with the issue, and others just seem like you’re using homelessness as an excuse to gripe about reactions to other social issues, which seems stupid and unhelpful on their own. Would you like to add anything resembling a solution?
