I didn't know how it worked at the time. I assumed that people on that block paid for permits and received a decal or something. I thought people who "rented" the spot out during events simply parked their own car somewhere else for the day and that the person they rented the spot to would get to use a copy of their decal or something. I was surprised when I gave them the money that I didn't get anything to put on the car to not get towed. I was naïve I guess.
It sounds like the city rarely ever enforces these laws though. Basically, someone would have to tattle and hope someone responds. From my experience, cities rarely want to get involved in things.
