So Johnny is proposing paid street parking but instead of the money going to the city that owns and maintains the space he is saying that the money should go to the people that are merely permitted to use the space by the city?
Can't see how that makes sense in that scenario. Maybe in condos with assigned stalls and spots one could sell or lease out their space. And this already happens. Maybe no fancy app but this was happening decades ago when I lived in apartments.
In the location in question around the PNE you absolutely can rent out your owned space which would be the garage, parking pad or driveway but not the street. You are permitted to park a car registered to the block not make money off of the space. People parking this way can absolutely be towed away.
